Hadaleen Contracting Co. was founded in Riyadh in 2023 to provide general
contracting, construction and design services, building restoration and maintenance,
HVAC and electromechanical works, electrical works and street and road lighting,
landscaping and garden design, and roads, paving and bridge works.
We operate from our head office in Riyadh, supported by technical and project offices in
Jeddah, Dammam, Al Baha and Hail — allowing us to reach sites and respond to
service calls across the Kingdom within the agreed response time.
While our commercial registration covers a broader set of activities, we have concentrated
our investment in people and equipment on three disciplines: electrical works
and substations, street and road lighting, and outside-plant and fibre networks.
On every project we assign a qualified technical and administrative team, provide the
required equipment along with measuring and testing instruments, and issue regular
progress reports through to final handover.
Personnel approved by the supervising authority, with a schedule of names, qualifications and experience.
Preventive maintenance plan and an emergency team responding to service calls throughout the contract.
Buffer stock of materials and spare parts to shorten repair times.
Every service call and work order documented in an approved maintenance register.

Services
Three disciplines we deliver end to end
We have concentrated our people, plant and test equipment on three connected outside-plant disciplines — delivered by specialist crews, with measuring and testing instruments and full documentation through to final handover.
Electrical works & substations
Installing and maintaining distribution networks and substations — from the buried cable through to the panel and pre-commissioning testing.
Sub-stations and pole-mounted transformers, with earthing and resistance measurement.
Distribution and control panels, contactors, breakers and fuse boxes.
Copper cabling and uPVC conduits, trenching, backfilling and site reinstatement.
Surge protection devices, photocells and astronomical timers.
Insulation testing, earth continuity checks and cable fault location before handover.
Street & road lighting
Supply, installation and maintenance of complete lighting networks — from the concrete foundation through to aiming the luminaire and setting the switching times.
LED floodlights and luminaires across a range of wattages, at no less than 150 lumens per watt.
Galvanised, fibreglass and decorative poles (6 – 14 m) with single and twin support brackets.
Plain and reinforced concrete foundations, galvanised anchor bolts and earthing rods.
Materials backed by Tarshid and SASO certification and a warranty of no less than ten years.
Scheduled maintenance contracts, inspection rounds and an emergency team for call-outs.
Outside plant (OSP) & FTTx networks
Building outside-plant fibre networks from the civil works through to splicing, testing, commissioning and handover.
Civil works: route trenching, HDPE and uPVC duct laying, hand holes and manholes.
Pulling fibre cable through ducts, plus aerial and direct-buried installation.
Splicing, and installation of closures and FDT / FAT distribution cabinets.
FTTH subscriber drops through to installing and activating the ONT.
OTDR and loss testing, with as-built drawings and complete documentation.
Our approach
From notice to proceed to final handover
A methodology built on professional project management alongside a disciplined technical method for each group of works.
Project management
A qualified project manager and site engineer are appointed, and a work breakdown structure (WBS) is created for every BoQ item down to a manageable, trackable level.
Mobilisation & site survey
Site visits to survey and code the required items, with material samples approved by the supervising authority before supply, together with certificates and warranties.
Execution to specification
Each group of works executed to its approved dimensions and specifications, with work sites secured by traffic-safety measures throughout.
Quality control & testing
Insulation tests, earth continuity and resistance measurement and load testing, with periodic review of project management processes.
Follow-up & reporting
Regular progress reports comparing actual against planned, corrective action on any delay, and change management through an approved change register.
Commissioning, handover & warranty
Full commissioning, closing out the supervising authority's observations, and handing over final documentation and the required warranties.
